This is a tricky question so I'm not expecting much of a response to it. What I mean by the MOST accountable, is who should carry the burden of responsibility for the success and failure of students in a school.
I know that many would want to say that they're all equally accountable, but I just want your sense of who's the biggest influence/contributor/factor/problem towards student achievement.
